Keynote Speakers


Binali Yildirim
Binali Yildirim is the Minister of Transport, Maritime Affairs and Communications. He holds a Master’s degree in Maritime Safety and Environmental Protection from the Istanbul Technical University. After his graduation from university, Yıldırım served as a researcher in the Naval Architecture and Ocean Engineering department of Istanbul Technical University. Following his academic career Yıldırım served as manager at different levels at Turkey Ship Industry Headquarters (Turkiye Gemi Sanayii Genel Müdürlüğü) between 1978-1993. He became the director general of the Istanbul Fast Ferries Company (IDO) in 1994 and served until 2000. He received international SKAL quality award in 1999 and was elected as the board member of World Maritime University. He entered politics and became a co-founder of the Justice and Development Party in August 2001. He was appointed as the Minister of Transport, Maritime Affairs and Communications during the terms of 58th, 59th and 60th governments in Turkey. During his term as Minister Turkey met with high-speed rail lines. He was named as Justice and Development Party candidate for Mayor of Izmir in the 2014 local elections in Turkey. He has recently been reappointed as the Minister of Transport, Maritime Affairs and Communications with the establishment of 61th government. He speaks Turkish, English and French.
Omer Fatih Sayan
Omer Fatih Sayan is the President and Chairman of the Board of the Information and Communication Technologies Authority (BTK). He holds a Ph.D. in Biomedical Engineering from Istanbul University. After his graduation from university, he started his professional career in İstanbul Metropolitan Municipality in 1995. He worked for the private companies in the areas of chip manufacturing, mobile phone design, and R&D in Turkey, Germany and USA. He assumed responsibilities on initiatives in the Silicon Valley Initiative. He gave lectures on Informatics Law and New Trends in ICT in various universities in Turkey and Germany. He has several articles published in various scientific journals and conferences. He worked as Adviser and Principal Adviser for the Prime Minister between the years 2007-2014. He converses in Turkish, English, French, and German.
David Olive
David A. Olive | ICANN Senior Vice President, Policy Development and General Manager, ICANN EMEA Headquarters Hub in Istanbul David Olive joined ICANN in February 2010 to lead its Policy Development team following 20 years as a corporate executive and leader in ICT public policy formation. ICANN is a not-for-profit public-benefit corporation with multistakeholder participants from all over the world dedicated to keeping the Internet secure, stable and interoperable. It is best known for its role as technical coordinator of the Internet’s Domain Name System. Through its coordination role and policy development activities for the Internet's naming system, it does have an important impact on the expansion and evolution of the Internet. Prior to joining ICANN, David completed a 20-year career at Fujitsu Limited, a leading provider of ICTbased business solutions for the global marketplace, where he most recently served in the company’s Washington office as General Manager and Chief Corporate Representative. He advised Fujitsu on business planning, corporate and business development, and public policy issues affecting information technology, the Internet, electronic commerce, electronic government, telecommunications, and science and technology. David has been active in a number of technology-oriented organizations. He was a member of the Commercial Board of Directors of TechAmerica, a leading voice for the U.S. technology industry, and served on the Board of Directors of the Computer and Communications Industry Association (CCIA) in Washington, D.C. He also worked with many global business groups, including the Global Information Infrastructure Commission (GIIC), the U.S.-Japan Business Council, and the International Chamber of Commerce. David served for many years as the Public Policy Chairman for the World Information Technology and Services Alliance (WITSA), a consortium of over 70 information technology industry associations from economies around the world. (In 2010, WITSA presented him the WITSA Lifetime Achievement Award.) He was an active business representative to the Organization for Economic Cooperation and Development’s (OECD) Technical Advisory Group on Taxation and Electronic Commerce, the World Summit on the Information Society (WSIS), and the Internet Governance Forum (IGF) conferences. Prior to his work at Fujitsu, he had a distinguished career as a U.S. Foreign Service Officer specializing in trade, investment and technology policy. He was awarded the U.S. State Department’s Meritorious Honor Award for distinguished service. David attended undergraduate studies at Georgetown University’s School of Foreign Service and graduate studies at Johns Hopkins University’s School of Advanced International Studies and Princeton University.

Baher Esmat
Baher Esmat is ICANN’s Regional Vice President for stakeholder engagement in the Middle East. In his role, Baher is a keen facilitator of collaboration and dialogue between ICANN and the broader Internet community, and supports efforts that focus on the further growth and development of the Internet in the region. He joined ICANN in 2006 bringing more than ten years of experience in Internet and telecommunications industry having served in various positions with the government of Egypt as well as multinational businesses.
Fahd Batayneh
Fahd Batayneh joined the Internet Corporation for Assigned Names and Numbers (ICANN) in October 2013, and is currently the Stakeholder Engagement Manager for the Middle East. Prior to ICANN, he held several positions within Jordan's National IT Center (NITC) last of which was managing both the ccTLD and IDN ccTLD of Jordan. Fahd has attended ICANN meetings on regular basis since 2008, and was active in several working groups. Other than his day job with the government of Jordan, Fahd has provided many consultancies related to Internet Governance, New gTLDs, and Internet Policies. He holds a B.Sc. in Computer Engineering with honors, and an MBA. He is married, and has two sons. Fahd is based in Amman, Jordan.
Michele Neylon
Michele Neylon is the co-founder and CEO of Blacknight, Ireland’s leading domain registrar and hosting company. An Irish Net Visionary Award recipient and member of Ireland’s Internet Hall of Fame, Neylon is also the multi-term chair of ICANN’s Registrar Stakeholder Group as well as a board member of the Internet Infrastructure Coalition. As a member of several policy working groups, Michele focuses primarily on European Internet issues and policy and has presented at numerous Internet industry events, covering a range of topics including policy, security, privacy, marketing and internet governance. In his spare time, he engages in heated debate with trademark lawyers.
Mukesh Chulani
Mukesh Chulani is a research manager for the IDC Government Insights program in the Middle East and Africa (MEA) region. In this role, he is responsible for developing and driving a public sector-dedicated research practice. Leveraging his research among government end users and ICT vendors, Chulani provides insight combined with consulting services that address decision-making strategies, procurement patterns, and ICT trends that impact the region's governments.
Emre Sayin
Emre Sayin, born in 1975 is the founder and CEO of IHS Telekom, one of the largest ICANN accredited registrars in Turkey. Emre also lectures Operating Systems Course based on Linux Kernel in Sabanci University. Emre has over 17 years of experience in domain & hosting industry. For more information
Hakki Tok
Hakkı Tok graduated from Istanbul Technical University, Electrical – Electronics Faculty, Electrical Engineering Department in 1990. He got his master’s degree in Computer Engineering from Gebze Institute of Technology. He worked in Türk Telekom as system engineer from 1991 to 1995 and in Istanbul Metropolitan Municipality as the Head of IT Department between 1995-1998. Next years he worked as Manager in AVEA IT Department. Since 2006 He is CIO of Istanbul Metropolitan Municipality.
Kadir Erdogan
Kadir ERDOGAN is Technical Group Director at .tr ccTLD Administration since 2006. He was formerly a Software and Security Engineer at .tr ccTLD. He received a BA in Mathematics from MIDDLE EAST TECHNICAL UNIVERSITY.
Ilay Yilmaz
Ms. İlay Yılmaz is a partner at ELIG, Attorneys-at-Law. Ms. Yılmaz graduated from Dokuz Eylül University Faculty of Law in 2003 and is admitted to the İstanbul Bar. She has represented various multinational and national companies before the Turkish authorities. Ms. Yılmaz’s practice focuses on IT and telecoms law, media & entertainment law, Internet law, data protection and privacy law, contracts law, energy market law and general corporate law. She has authored and co-authored numerous articles and essays pertaining to these practice areas, in addition to speaking at conferences and symposia on similar matters
Burkay Yapağcıoğlu
Burkay Yapagcioglu is Marketing Manager of Natro Hosting which is one of the largest hosting provider in Turkey. He graduated from Istanbul University, Economy Faculty, Public Finance Department in 2012 and taking his master degree from Bilgi University. He worked in Resellerclub, one of the world’s leading domain registrar as digital marketing specialist between 2012-2013. He is also regular speaker in national events and lecturer in International Social Media Association. He has several articles published in Turkey’s crucial marketing blogs.
Cavit Yantac
Cavit Yantaç is Assistant General Manager and Developer and Platform Evangelism Lead for Microsoft Turkey. In his current role, he leads Microsoft Turkey’s activities among Developers, Students, Academia, Startups and IT Professionals as well as partnering with companies and individuals to create next generation innovative solutions, leveraging emerging technology. Cavit Yantaç has been with Microsoft for 9 years, in the first 6 years of which he was responsible for providing technology solutions to enterprises. Before Microsoft, he worked for Nexum Bogazici, a German-Turkish consulting, IT and interactive design company, and completed consulting projects in Turkey, Europe and the US. Cavit holds a degree of MBA from University of Georgia and a BA degree from Bogazici University, Turkey.
Sinan Ilkiz
Sinan İlkiz started his IT career in 2000. He moved to the service provider world after four years and either worked or provided consultancy for major ISPs in Turkey and in the region. He is currently working in A10 Networks as a senior consultant. Aside from professional work, he is a co-founding member of ISOC Turkey Chapter. He was also a board member in TRNOG - a network operators group in Turkey. He is married and has a beautiful daughter.
Murat Lostar
Through years of experience in many areas Murat Lostar has developed extensive knowledge regarding cyber-security in various industries such as technology, telecommunications, banking, insurance, pharmaceuticals, automotive, logistics, machineries and entertainment. Murat has been in the industry for nearly 30 years, 17 of which has been spent exclusively on security. Murat is also regular contributor to industry via social activities. He was the founding president of ISACA-Istanbul Chapter, founding member of (ISC)2 Turkey Chapter. He is currently leading CloudSecurityAlliance-Turkish Chapter. He is also a regular speaker in international events and a lecturer in several universities.
Leyla Keser Berber
Istanbul Bilgi University Director of Information Technology (IT) Law Institute Completing graduate degree at Marmara University Faculty of Law. Sha was research assistant at the same faculty till 1998. She was awarded PhD in 1998 and started to work at Istanbul Bilgi University. She is the founder and Director of IT Law Institute at Bilgi University since 2010. She has authored books, articles and reports on computer forensics, e-signature, e-government, e-commerce, information security, biometric methods, e-invoice, DRM (digital rights management), ICT Law, e-health records, data protection/privacy, Digital Company, online behavioral advertising and cyber security. She is the Author of Cyber Law Turkey (for Kluwer Law International, 2009 and 2014). She is Chairman of the e-Signature National Coordination Board and Registered e-mail at Turkish Information Technologies and Communication Authority (ICTA), Chairman of the Subcommittee on the Secondary Legislation of New Turkish Commercial Code on Digital Company. She is member of Council of e-Transformation Leaders, Internet Improvement Board at the Ministry of Transport, Maritime Affairs and Communication and member of International Association of IT Lawyers. She was legal advisor to Binali Yıldırım, former Minister of Transport, Maritime Affairs and Communication. She is legal counsel of the Ministry of Customs and Trade on IT Law and working group member of the Ministry of Justice on Draft Data Protection Law. She gives consultancy for several governmental organizations on IT Law since 2004, particularly to the General Directorate of Laws and Regulations of the Prime Ministry. She has close collaboration with the Berkman Center for Internet and Society at Harvard University, ISOC and ICANN.
Fusun Sarp Nebil
Fusun Sarp Nebil has an MSc degree in Engineering from ITU. Fusun was a CIO for 6 years and in IT/Telecom business for 28 years. She was founder and general manager of a pioneer ISP of Turkey. Since 2000, is working as a journalist in turk-internet.com which is leader IT/Telecom portal of Turkey. She is married and has 2 sons.
Aysegul Tekce
With her over 10 years of Content Management experience in the Internet industry, Aysegul joined ICANN in May 2014 as Registry Services and Engagement Manager. In her role, Aysegul both develops and manages the complete life cycle of Registry Services products and services, and also works with Registry Operators located in the EMEA region. Aysegul graduated from Bogazici University majoring in Western Languages & Literature.
Mert Saka
Mert Saka is working for ICANN as a Registry Services and Engagement Manager. Besides managing services for the Registry Operators globally, he is also working with the Registry Operators in the EMEA region. He works out of the Istanbul office and brings over 10 years of diversified, multi-national experience in information technology field. His specialties include service engineering and key account management in emerging markets. Mert Saka holds an engineering degree in electronics and has good communication skills in both English and Turkish.
Attila Ozgit
Dr. Özgit is a graduate of Middle East Technical University (METU). He worked abroad as Software Engineer and Technical Support Manager for several years before rejoining the METU. He has served as the Assistant Director, and then as the Director of Computer Center at METU where he initiated and managed several forerunner projects. Dr. Özgit is currently working in Dept. of Computer Engineering of METU as a faculty member, where he is doing research in information security, particularly on defense technologies. He is also the ccTLD manager of ".tr" domain.
Omer Koker
As the Head of Technology Security and Managed Security Services group of Vodafone Turkey Ömer is responsible for the teams that plan, deploy & operate all aspects of Network, System and Application security at Vodafone as well as its Enterprise Security customers in a holistic way. Before Vodafone Ömer was the CTO of TurkNet and held a variety of other roles in the ISP/Telco/Consultancy space starting with Superonline in 96 covering SW Dev, IT and Networks. Security was his original inspiration since 1991 when he started playing with Internet routers and SS5/SS7 switches. An alumni of Rochester Institute of Technology he has worked at or consulted most ISP, Telecoms providers in Turkey as well as some in China and the MENA region.
